Sarah Ellis Peed is the Deputy Director of the Office of Cyber and Infrastructure Analysis (OCIA) in the National Protection and Programs Directorate (NPPD) at the Department of Homeland Security. OCIA provides integrated analysis of cyber and physical risks to the Nation’s critical infrastructure. In February 2014, the Department created OCIA by consolidating analytic resources from across the National Protection and Programs Directorate, including the Homeland Infrastructure Threat and Risk Analysis Center (HITRAC) and the National Infrastructure Simulation and Analysis Center (NISAC).

Previously Ms. Ellis Peed served as the Director of Strategy, Policy & Budget for the Office of Infrastructure Protection, where she led strategic planning, performance management, and budgeting execution and formulation, to identify, articulate, and implement policies and initiatives to enhance critical infrastructure security and resilience. Ms. Ellis Peed has served in several roles within the DHS policy and risk management community and was a co-author of the Strategic National Risk Assessment.

Ms. Ellis Peed joined DHS and the Federal government in 2009 after five years as a management consultant.  She has over 13 years of experience working in the federal space, with a focus on risk management, organizational design, process engineering, strategic planning, and requirements development.

Mr. Chunduru is the Director of Division of Enterprise Solutions and Application Management in the Office of Information Technology at the Health Resources and Services Administration (HRSA) in the Department of Health and Human Services. He provides leadership and oversight on HRSA's mission enabling IT investments in enterprise performance systems, data and analytics, workplace collaboration, and customer support services serving 2,000 HRSA employees and 40,000 external users across HRSA's $10B grants portfolio in health care service delivery, training, and research. His prior experience includes leading the shared infrastructure and collaboration services at NIH's Center of Information Technology.

 

Under his leadership, HRSA implemented a Modern Data Analytics Platform that dramatically reduced time-to-insights with very high adoption rates across staff and at lower operational costs. The capability was recognized in the top place at the ACT IAC's Igniting Innovation 2018 Award competition from amongst 200 nominations from across the public and private sector. He has enabled HRSA to take advantage of advanced analytics using AI/ML algorithms.

 

Mr. Chunduru graduated with a PH.D. and M.S. in Engineering from the Tulane University. He holds a Masters- and Bachelors- in Technology in Engineering and is a proud alumnus from New Delhi’s Indian Institute of Technology. He also holds the PMP, FAC-P/PM and COR certifications enabling him to lead, direct, manage, and oversee a variety of projects for mission success.

Caitlin Halferty brings more than fifteen years of industry experience to her current role as Director, Artificial Intelligence (AI) Accelerator and Client Success, IBM. Caitlin most recently spearheaded the development of IBM’s first Global Chief Data Office, an 950+ person global organization tasked with delivering IBM’s data strategy and driving transformation to become a cognitive business. Caitlin manages all client partnerships for the office, leading a team of subject matter and domain experts that partner with clients to realize the business value of data and analytics across their enterprises and accelerate their own cognitive transformations.

She has held several leadership roles at IBM, including analyst and influencer relations, and has led cross-functional global IT and business teams to deliver organizational change, infrastructure systems, and enterprise-wide technology platforms. Caitlin has extensive experience collaborating with global teams, having completed international assignments in South Africa and India, as well as managing projects across several continents. She has led IBM’s first global Chief Data Officer Summits across Singapore, Dubai, and Tokyo. She has published thought leadership on diverse topics such as Power of Partnership (Shifts in Outsourcing), Innovation in Africa, and Chief Data Officers.

Caitlin is a guest lecturer at the Stanford University Center for Sustainable Development and Global Competitiveness, and a frequent speaker at business and data conferences worldwide. She is based in the San Francisco Bay Area and holds a Masters Degree in Public Policy and Statistics from Georgetown University.

Fun fact: An avid traveler, Caitlin has trekked across six continents, from ice caving in Iceland, game spotting in Africa, to hiking the Great Wall of China.

Don Lovett is the Office of Contracting and Procurement Chief Technology Officer (CIO).  In this leadership role, he has initiated a digital transformation strategy with a focus on linking improvements in data accuracy, security and transparency to accessibility and improvements in customer experience.  Under the leadership of the District of Columbia Chief Procurement Officer, he has supported the business case development and the launch of a multi-year journey to realign and refresh the procurement technology utilizing Commercial off the Shelf (COTS) software products in the cloud.  With an eye to efficiency and process efficiency, the agency is currently creating a digital twin of its procurement process utilizing Process Data Mining to provide fact based process monitoring and compliance.

Mr. Lovett’s daily focus is supporting the Contracting Officer team and building partnerships with the District's suppliers and agency partners to support the mission of purchasing quality goods and services at a reasonable cost, while ensuring that the technology supports fair and impartial execution of purchasing actions.

Prior to joining the OCP, Mr. Lovett was Founder and Principal Consultant for Project Bits Consulting, where he provided Public Sector, Hi Tech, Telecom, Financial Services, Manufacturing   and Distribution clients with business and technology services.  Prior to that, he had a decade long career at KPMG where he was admitted to the Partnership in 1999.  He contributed to the firm in multiple roles, including co leading the commercial Oracle Practice with responsibility for over twenty (20) Enterprise Resource Planning (ERP) Implementations and the (100+ person) Public Sector and Commercial Solutions Development Center designing and developing industry focused content for the SAP, Oracle, PeopleSoft and Siebel applications..  His responsibility included the Public Sector and Commercial alliance between KPMG/Bearing Point and their largest partner, Oracle.  Mr. Lovett's consulting experience included engagements to provide strategy and execution of enterprise scale initiatives.  Prior to consulting, he was the CIO of a Consumer products manufacturing company and lead their move to electronic commerce by establishing supply chain connections with major retailers such as Walmart, Target, and Kmart.

Mr. Lovett has a Master's Degree in Business Administration; (MBA) from the University of Houston.  He holds a Graduate Level Certificates in Telecommunications Management from the University of Dallas and Software Engineering from the University of Texas.  He holds a Bachelor of Business Administration (BBA) with a Concentration in Accounting from the University of Houston.   After graduating, Mr. Lovett earned his Certified Public Accountant (CPA) credential in Texas, which is not currently active.   He has served as an affiliate faculty member at Regus University for the last 5 years teaching graduate level students in organizational and operational aspects of project management. 

Mr. Lovett recently relocated to the Washington DC area with his wife and family.

Christine is a specialist in life-cycle data management, from the planning and design involved in the question-asking process, through dissemination of knowledge that is based on scientific best practices and leading-edge privacy protection. Before joining the County of San Diego as their first Chief Data Officer, she was a senior statistician at the U.S. Census Bureau, managing the content and direction of the American Community Survey, which is widely recognized in the U.S. as the gold standard for social, economic and housing data.

As a subject matter expert for Census Bureau surveys, Christine authored numerous Census Bureau reports and papers on survey methodology, educational attainment, spoken languages, and the diversity of the foreign-born population. As an academic statistician and researcher, she has worked for City University of New York, Fordham University, Lighthouse International, the New York City Administration for Children’s Services, and the Community Pediatrics Division of the University of California, San Diego. She also taught various psychology, interdisciplinary social science, and research methods classes at Fordham University.

Jennifer is a Foreign Affairs Officer, Deputy Director of the Bureau of International Information Programs’ Office of Analytics, amd recently as the Acting Director for the Department’s new Center for Analytics.  Jennifer led an operational turnaround for a dedicated but exhausted team of analysts to deliver on the Secretary’s promise to run an employee-led transformation of the State Department. She brought order to chaos, distilling useful information from the Department’s extremely complex and disorganized collection of data systems. In this role, she impressively became the voice and face of the Secretary’s enterprise analytics capacity growth initiative, helping make a permanent impact on the Department and establish a culture of evidence-based decision-making. A Presidential Management Fellow, she served as part of the Secretary of State's policy planning staff and worked in the Intelligence and Research Bureau focusing on Libya and Morocco. Jennifer’s past work includes social science research, target audience analysis, digital strategy, and marketing to support the Department of State’s digital outreach programs designed to explain US policy and values to foreign audiences. She is now using her expertise in social science and analytics to help make our agencies insight-driven and data-informed organizations. Before joining the State Department, Jennifer was the team lead for a cell of Arabic Media Analysts advising on strategic communications for the United States Forces in Iraq. She earned a PhD in Political Science at University College Dublin as a George J. Mitchell Scholar and was recently awarded Employee of the Year for her work at  IIP in 2017.

Carlos Rivero is the Chief Data Officer for the Commonwealth of Virginia. Prior to his appointment, Rivero served as Chief Data Officer and Chief Enterprise Architect for the U.S. Department of Transportation’s Federal Transit Administration in Washington, D.C. Rivero has also worked at the National Oceanic and AtmosphericAdministration’s Southeast Fisheries Science Center in Miami, Florida, as a physical scientist and as a Research Associate at the University of Miami’s Rosenstiel School of Marine and Atmospheric Science, where he developed a passion for geospatial information systems, ecological modeling, and data.

Rivero earned a Bachelor of Science degree in Environmental Studies from Florida International University and a Master of Science in Business Intelligence and Analytics from Saint Joseph’s University, focusing on database design, data management, business intelligence, big data, and data analytics.

Dr. Robert M. Toguchi is currently serving as the Chief, Concepts Division, G9 Directorate, in the U.S. Army Special Operations Command at Fort Bragg, North Carolina.  Artificial Intelligence and Machine Learning initiatives are a significant part of the ongoing Concept work at this command.  He has spent over 30 years on active military duty while serving as a Functional Area 59 strategist for the U.S. Army.   His past assignments included a tour as the Director, Strategic Plans and Chief, ARCIC Initiatives Group, TRADOC.  In the Pacific region, he spent a tour with the U.S. Pacific Command while serving as the Deputy Director, J8; and the Chief, Strategic Plans, J5 Directorate, USPACOM.  Dr. Toguchi was also assigned to Africa in 2005 while serving as the senior U.S. military observer to the U.N. Mission in Liberia.  Previously, he served on the faculty and taught military strategy at the U.S. National War College, National Defense University.  Dr. Toguchi received a B.S. degree concentrating in Engineering, from the U.S. Military Academy in 1980; and received a PhD in History from Duke University in 1994.

Dr. Robert C. Whetsel, Data Scientist & Technical Executive - Driving Digital Data Transformation within the Government

 Dr. Robert C. Whetsel has a career that has spanned more than 25 years within the Department of Defense (DoD). His current role as the Chief Technical Advisor for the 4th Estate Network Optimization and Defense Enclave Services is pivotal for designing and developing the future Defense Networking and Enterprise Services for the DoD. The project is consolidating 14 DoD Agencies, encompassing 3 continents, 800 locations, 1100 buildings, 9000 enclaves, 500K seats, 1M endpoint devices, and over 50 Enterprise Services.

 He is a recipient of Strategy and Innovation Executive Education certificate from MIT Sloan School of Management. In addition, Dr. Whetsel has a Masters of Computer Science in Artificial Intelligence, and a Doctor of Computer Science in Big Data Analytics. Noteworthy, Dr. Whetsel has conducted research and published several papers into big data complexity problems that are foundational in understanding computational resource planning.

 Dr. Whetsel began his career in 1984 with the DoD as an active duty enlisted member of an Anti-Terrorist Combative unit. He spent a total of 13 years active duty and 13 years reserve time with multiple deployments in service of the United States Military before retiring as an Army Reserve Officer (2019). The last 10 years of his military career he has worked as a Cyber Operator (17A) and Joint Network Attack (9N) planner training and evaluating the readiness of the next generation of Cyber Protect Teams (CPT)s for Army Reserve Cyber.

 Dr. Whetsel is often sought out for his ability to solve long-standing complex technical problems. He has worked on and resolved several projects over the lifetime of his career for  the Department of Defense and the Intelligence Community.

Carolyn Beins comes to the RGM team from SAMHSA. She brings 12 years of grant review experience. She has led multiple projects at SAMHSA to standardize processes, create efficiencies, and develop comprehensive training for grant review staff. Carolyn has worked extensively with both program staff and grants management staff in the analysis of various discretionary grant programs and has personally led the review process for multiple high profile programs. She holds an MBA from George Washington University and a BS from the University of Nebraska.

Lauren Friedland is the Chief Data Privacy Officer and Associate General Counsel for the New York City Department of Social Services’ Office of Legal Affairs where she oversees the Office of Data Privacy. Lauren advises the Agency and provides legal counsel on issues related to data privacy and data security. Lauren began her legal career practicing civil litigation for the City of New York.  In 2006, Lauren was appointed to serve as the Department of Social Services’ first ADA Compliance Officer. 

Lauren has presented on data privacy issues at the New York State Capitol at the invitation of the New York State Office of Information Technology Services. Lauren was featured as a Continuing Legal Education (CLE) speaker at the New York Public Welfare Association and the New York City Department of Social Services where she presented on topics including HIPAA, data privacy and data security. Lauren was a guest speaker at the 2018 Chief Data & Analytics Government Conference where she presented on the topic overcoming data silos. Lauren also served on a panel hosted by Brooklyn Law School where she discussed the role and responsibilities of a Chief Data Privacy Officer.  Lauren also serves on City Hall’s Identifying Information Law Committee.

Lauren received her undergraduate degree from the State University of New York at Buffalo, cum laude and her law degree from Brooklyn Law School.  Lauren is admitted to practice in the New York State Courts and the United States Federal District Courts for the Southern and Eastern Districts of New York.

Chris is a DC-based information designer and technologist. He works with the United States Digital Service at the Department of Veterans Affairs to better the experience of Veterans and their families in obtaining benefits and services, and he teaches applications of data visualization to public policy at the Johns Hopkins University Krieger School of Arts and Sciences. Chris previously served as a civic technologist with the Office of the Chief Technology Officer of the District of Columbia’s Technology Innovation Program, and before that, worked with Collaborative Communications Group as a senior creative technologist specializing in public education data. As a member of Code for DC and DataKind DC, he has led civic hacking projects on topics including education, transportation, government spending, and elections.
